During an emergency situation, both citizens and the government play a crucial role because although government is responsible for the safety and security of the citizens, the citizens also have responsibilities on their own. Citizens consider the government as their supervisor and expect the government to provide them necessary service and protection during the times of emergencies however, many would argue that in order to gain political power and make people feel safer, sometimes the government also tend to make promises which are not true because it is sometimes not possible to prevent risks such as the risks of natural disasters and this might lead to false expectations.
